The BRE Housing Stock Modeling Service provides estimates for key private sector housing and energy variables at authority, ward and census output area level. The estimates are calculated from statistical models which look at the relationship between key variables which are only available from the English House Condition Survey (EHCS) 2001 and the characteristics of small area data from the 2001 census and other national databases.

Private sector housing includes owner-occupied dwellings and the private rented sector but excludes those let by housing associations and local authorities.

The estimates cover:

  • Dwellings which fail the Decent Homes Standard
  • Dwellings which fail the Decent Homes Standard due to:
    • The presence of a Category 1 hazard
    • Inadequate thermal comfort
    • Disrepair
    • Non-modern facilities and services
  • Vulnerable households
  • Non-decent homes occupied by a vulnerable household
  • The proportion of vulnerable households in decent homes (PSA7)
  • Households in fuel poverty
  • Dwellings with a SAP rating less than 30

In addition, the number of non-decent homes occupied by vulnerable households required to be made decent to meet the Government’s PSA7 target in each geographic level has been calculated from the supplied estimates.

The BRE Stock Model was updated in February 2007 to include Category 1 hazards rather than the Fitness Standard in the assessment of Decent Homes.
