- The second link explains government policy for strengthening the private rented sector through improved standards of the quality of its properties and landlords' management of those properties and tenancies. It points out a range of statutory requirements (such as licensing) and voluntary schemes (such as accreditation) that landlords and tenants should be aware of and includes links to useful information for tenants and landlords.
Homes and Communities Agency
The role of the HCA is to create opportunity for people to live in high quality, sustainable places. The HCA provides funding for affordable housing, bringing land back into productive use and improving quality of life by raising standards for the physical and social environment.
DASH - Decent and Safe Homes East Midlands
Decent and Safe Homes (DASH) East Midlands is a project funded by the Government Office for the East Midlands. DASH works with landlords, tenants and Local Authorities to raise standards in housing.
DASH is an East Midlands Regional Partnership Project sponsored by the 3 cities of Derby, Leicester and Nottingham and has been formed to help with the introduction of the Housing Act 2004. This aims to create a fairer and better housing market for all those who own, rent or let residential property while protecting those most vulnerable.

East Midlands Landlord Accrediation Scheme
The East Midlands Landlord Accreditation Scheme (EMLAS) is the first regional accreditation scheme, outside of London, to recognise the abilities of the landlord and not just the property standards.
The scheme has been in development since 2006 and boasts landlord and tenant groups as well as letting agents and Local Authority officers on its steering group. EMLAS works in partnership with Local Authorities to provide both landlords and tenants with up to date and relevant information and guidelines on all aspects of tenancy.
Intelligence East Midlands (IEM) is the region’s observatory. It facilitates research coordination and promotes access to research and data on the region in order to inform policy-making.

The East Midlands Public Health Observatory (EMPHO) is one of nine regional Public Health Observatories funded by the Department of Health in England. EMPHO is the regional health intelligence organisation providing information and analysis to support those working to improve health and reduce health inequalities in the East Midlands.
